Soraya entstammte einer der vornehmsten persischen Familien. Ihr Vater, Fürst Khalil Esfandiary Bakhtiary (1901–1983) stammte in gerader Linie von der mächtigen Stammesfürstenfamilie der Bachtiaren-Nomaden ab, sie wuchs in Deutschland auf, ihre Mutter kam aus Berlin.

Nachdem sich der Schah von seiner ersten Frau getrennt hatte, suchte er eine passende Gefährtin und wurde Soraya vorgestellt. Zur Verlobung schenkte der Schah ihr einen Verlobungsring mit 22.37 carat Diamant.
Am 12. Februar 1951 heiratete Soraya in Teheran und wurde kaiserliche Prinzessin und zweite Frau des Schah von Persien.

Ihre richtigen Titel zu dieser Zeit:

• (Malekeh) die Königin von Persien (1951–1956)
• Ihre Kaiserliche Hoheit Prinzessin Soraya von Persien (1956–2001)

Im Jahr 1956 besuchte sie mit Reza Schah Pahlavi, Indien und trug damals eine Rubin-Diamant-Brosche in Form einer blühenden Kamelie aus Rubinen und Diamanten von Van Cleef & Arpels. Die Brosche war aus Platin mit Gold und war mit 8,85ct Rubinen besetzt, die Rubinbrosche wurde nach ihrem Tod für €61 000,-- versteigert. Die Blütenbrosche war aus dem Jahr 1954 und wohl eine Geschenk des Schahs.

Passend dazu hatte sie einen Rubin Diamant Ring von Van Cleef & Arpels, €73 000,--, der zusammen mit ihrem anderen Schmuck in Paris versteigert wurde.

The Shah gave her a 22.37 carat diamond engagement ring from Harry Winston.

They married on 12 February 1951, Soraya was the second wife of Reza Shah Pahlavi.
The bride wore a silver lamé gown studded with pearls and trimmed with marabou stork feathers,designed for the occasion by Christian Dior. It's believed that Soraya was the "true love" of the Shah.
