Surrey Tiara or Queen Victorias gift as necklace... 

.... the central spikes of the two 
items are the most reliable way to 
 distinguish between them. 
Surrey is pointed in the centre and the 
 necklace is round... another difference, the diamond pins between the spikes ...the three round ones.... are different near the base. In the Surrey they look like triangular motifs from the base, whereas in the Queens necklace they are square-shaped diamonds barely touching the base.
So....both pictures,left, show the Surrey-piece. In this pictures as the necklace, below as tiara.

The turquoise stones were very fashionable during the later half of the nineteenth century. The turquoise parure now worn by the Duchess of Gloucester was a wedding present from the Duke and Duchess of Teck in 1893 to their daughter Queen Mary.
Queen Mary gave the parure to Lady Alice Montagu-Douglas-Scott when she married Prince Henry, Duke of Gloucester.

The parure is composed of a tiara, a long chain necklace of twenty-six turquoise and diamond oval clusters, matching cluster earrings and ring, two bow brooches, a bow-shaped corsage brooch with a tassel a bangle bracelet and two four row turquoise bead bracelets.
The three brooches had originally been a confirmation present in December 1850 to Queen Mary's mother, the seventeen-year-old Princess Mary Adelaide, later Duchess of Teck. She had worn the two bow brooches as part of her feathered headdress and the corsage brooch pinned to her bodice when she attended her first Buckingham Palace Drawing Room as a debutante.
The tiara consists of turquoise and diamonds arranged as rococo scrolls and a sunburst. Apparently Queen Mary found the composition too high, and it was lowered by E. Wolff & Co. in August 1912.

In 1893 the Duke and Duchess of Teck had given the three 1850 turquoise brooches, a tiara a necklace and earrings to their daughter. These six pieces are part of the Gloucester parure, and over the years another drop necklace was added and the Teck earrings worn as detachable pendant drops on the oval cluster earrings.
On the bottom is a picture of Mary in a black dress and the "Diamond Loop Tiara (which was not a wedding present).
The tiara was formed of oval loops with flowers and leaves. Total weight of the 675 diamonds is 102 3/4 carats. It was commissioned from Boucheron for Queen Mary when Princess of Wales in 1902.
The spray of rose-leaves in diamonds on the left, pinned on her black gown, was a wedding gift from a few women of the stage.

Königliche Hochzeitsgeschenke 1893 an die zukünftige Königin Mary

Königin Victoria schenkte Prinzessin Mary ein Diamantcollier, passend im Design zurwith some of her wedding presents of diamond Tiara der Grafschaft Surrey im sogenannten "Fringe-style".
Eine wunderschöne Brillantbrosche in Form einer Pfauenfeder, war das Geschenk der Kaiserin Eugenie, ein Brillant-Collier vom Herzog von Westminster.
Die grosse Schleifenbrosche mit Brillanten und einer hängenden Tropfenperle von Kensington, die sie im oberen Bild auch trägt und noch heute von Ihrer Enkelin der Queen oft getragen wird.
Eine geflügelte Stabbrosche mit einer Perle und 2 Schlangen ebenfalls mit Brillanten besetzt kamen vom Herzog und der Herzogin von Portland.
Ein riessiger Anker als Diamant-Brosche, eine Brosche mit einer Schleife und einem diamantgefassten hängenden Herz und eine Doppelherz-Brosche waren das Geschenk des Herzogs von York.
Und dann natürlich die herrliche Türkis-Garnitur, ein Geschenk Ihrer Eltern des Herzogs und der Herzogin von Teck, oben im Mittelpunkt zu sehen.

Später 1935 schenkte Queen Mary diese Parure an Ihre Schwiegertochter Lady Alice weiter, bestehend aus einer der Tiara oben im Bild, mit Türkisen und Diamanten in Ranken und Bögen ausgeführt,
zwei Diamant Türkis Schleifen Broschen
eine kleinere Türkis-Schleifen-Brosche mit Diamant-Türkis-Quaste.
Ein Diamant-Türkis Armreif
zwei Halsbänder abwechselnd mit Diamant oder Türkis zusammengestellt
eine 4-reihige Kette mit Diamant in Weizen-Ähren auf Türkisgrund
Ein Türkis-Diamant-Ring
ein paar passende Ohrringe mit Türkisen, gerahmt von Diamanten und
ein Collier, das oben im farbigen Bild zu sehen ist, getragen von Brigitte, der jetzigen Herzogin von Gloucester. Bestehend aus 26 ovalen Türkisen gerahmt von Diamanten.
Ganz oben der ursprünglich höhere Entwurf des Diadems
